Unlock All Maps clears the campaign city locks that keep later departments shut. Press the action once and every city in your current campaign list becomes selectable. That means you can jump straight into later chapters, DLC cities you already own, and tougher map layouts without finishing every earlier duty gate. The profile is saved after unlocking so the cities stay open when you return to the menu. Open the campaign map screen first so the city list is loaded, then press Unlock All Maps. Owned DLC cities still need their DLC installed to play normally.
