Load a normal character instead and the unlocks go through as expected. This is also why the mod reports how many actually landed rather than assuming success: if the number comes back at zero on a creative save, that's the game declining, not the mod failing.
How do I tell whether a Hall of Legends unlock worked?
Watch the count it gives back. Rather than claiming success, Hall of Legends reports how many Core Keeper achievements actually went through, so a lower number than you expected usually means most of them were already unlocked. It's a small thing that saves a lot of guessing, especially on a long-running save where you genuinely can't remember what you've earned. If the count is zero, check you're not playing on a creative character.
