Kingmaker hides most of an area behind a black shroud until somebody walks into it. That is great for atmosphere and terrible when you are hunting for the one hidden chest you missed, lining up a careful opening move, or trying to work out which corridor the ambush is waiting down. Clear The Fog lifts that shroud. Every room, every corridor, every container and every creature in the area is visible straight away, and it stays that way as you move between areas. Turn the switch off and the fog comes back exactly as it was, because this half never touches your save at all. Reveal The World Map is a separate button for the overland map. Press it once, from anywhere in the game, and every location marker appears along with the roads that connect them, so you can plan a route without wandering blindly down side tracks first. You do not need the map on screen to do it. This half is permanent though. Once those locations are on the map for that save, there is no putting them back, so make a backup save first if you want the option of discovering the map the long way later. Both features sit behind their own control, so you can take the area fog off without ever touching the world map, or the other way round.

Does Clear The Fog stay on when I move to a new area?

It also suits a second playthrough where you already know roughly where everything is. Just remember it is permanent for that save, so take a backup if you want the choice later.
