Every seat in your court comes with a short guest list of companions, and that list was decided long before you met any of them. Want Octavia as your General because you like the idea? The game says no. Found the perfect Curator, only to discover they are also your only option for Treasurer? Tough. Open Court removes the guest list. Turn on Anyone Can Advise and every seat will accept anyone your barony could reasonably appoint, so you can build the court you actually want rather than the one you were handed. The second half fixes the other annoyance. Once an advisor starts a job you cannot move them, cannot swap someone else in, and cannot touch that seat until the calendar catches up. Free Up Busy Advisors releases everyone who is mid-job in one press, so the seat opens again immediately and you can reshuffle on the spot. Both halves take effect straight away and the court screen updates itself, so you can see the new options without leaving the barony. Turn the toggle off and your court goes back to its original guest list with nothing left behind.

Why can I not normally move an advisor who has started a job?
Because Pathfinder: Kingmaker locks a seat for as long as the advisor in it is working on something, which means you cannot swap anyone in, cannot move them elsewhere, and cannot touch that chair until the calendar catches up. It is the single most annoying part of running a court, especially when you have just recruited somebody far better suited to the role. Does Open Court change what an advisor is actually good at?
No. Open Court decides who is allowed to sit in a Pathfinder: Kingmaker chair, not how well they perform once they are in it. Your companions keep their own stats, so appointing somebody purely because you like the idea still means living with whatever they bring to the role. That is arguably the fun of it, since you can run Octavia as your General because the image amuses you, or finally solve the problem where one companion is your only good option for two different seats. The court simply stops telling you no.
What happens to my court if I turn Anyone Can Advise off?
Your Pathfinder: Kingmaker court goes back to its original guest list with nothing left behind. Open Court does not rewrite who your companions are, so switching the option off simply restores the usual restrictions on which names each seat will accept. The court screen updates again so you can see the change immediately. That makes it safe to use for a single reshuffle: turn it on, arrange the court you want, and decide afterwards whether to leave it on for the rest of the campaign or go back to the original rules.
When is the best time to reshuffle with Open Court?
Right after you recruit somebody, and right before a run of kingdom projects. Pathfinder: Kingmaker hands you advisors gradually, so the court you assembled in early Chapter 2 is rarely the best one available by Chapter 4. Press Free Up Busy Advisors to clear everyone off their current jobs, rearrange the seats with Anyone Can Advise on, then start your projects with the court you actually want running them. Because the court screen keeps up with you, the whole reshuffle takes one visit to the throne room rather than several kingdom turns.
