The council is where Combolands runs get interesting. Each councillor rewards you at set vote counts with heirlooms, packs, extra slots, guild unlocks and category multipliers, and the Wizard and Spymaster can open entire guilds on their very first vote. Getting the favour you want, though, is largely down to what the game feels like offering you. Kingmaker lets you choose. Pick a councillor from the list, decide how many votes to hand over, and press Grant Votes. You collect the reward waiting at every vote count along the way, so the heirlooms appear, the packs open and the guilds unlock. Stack four votes on the Antiquarian for a pack, two on the Farmer for a reservoir, one on the Wizard to open Arcane mid-run. This is the mod for building the run you actually want instead of the one the dice hand you, and it turns the council from a lottery into a plan.

What does Kingmaker do in Combolands?
Kingmaker grants votes to any councillor you choose in Combolands, turning the council from a lottery into something you can plan. Do I get the rewards at each vote count, or only the final one?
You get every reward along the way. If you hand a Combolands councillor four votes, the rewards at one, two, three and four all arrive in order rather than skipping straight to the last one. That matters because councillors pay out different things at different counts, and the pack you wanted might sit at two while the multiplier sits at four. It means a single generous grant gives you the whole ladder of that councillor's favour rather than just the top rung.
Which councillors are worth stacking votes on?
It depends on what your Combolands run is missing. Four votes on the Antiquarian gets you a pack. Two on the Farmer gets a reservoir. The Wizard and the Spymaster are the dramatic ones, because a single vote on either can open an entire guild mid-run, which changes what the draft is allowed to offer you from that point on. Stacking one councillor hard suits a focused build, while spreading a few votes around suits a city that still needs several different things.
How many votes can I hand over at once?
Votes To Add goes from one to ten, so you can pass a single vote to nudge a councillor over a threshold or hand over ten at once to run most of their reward ladder in a single press. Modest numbers are usually more interesting, because a Combolands run built on one deliberately chosen councillor still has shape, while handing out everything at once removes the decisions that make the council fun. The Council panel shows the current standings so you can top up rather than guess, and you can press Grant Votes as many times as you like.
Why use Kingmaker instead of playing the council normally?
Because the council is the part of Combolands where the dice decide your strategy for you. Kingmaker lets you build the run you actually wanted, opening Arcane on turn one because you have a plan for it, or lining up the Antiquarian's pack before the milestone that needs it. It is the difference between reacting to whatever favour turns up and designing a city around a councillor you chose. It pairs naturally with Master Plan when you also want every building and heirloom open from the start.
