Milestones are the fast-travel points you activate to jump around the map, and the game is in no hurry to give them to you - they turn up one at a time, tied to how far the story has got. Milestone Pass opens every one of them at once. Press Unlock All Milestones and the whole map is yours. It tells you the real number, too. You get something like "Opened 14 of 14" rather than a cheerful message that means nothing, and if a milestone refuses, or travel is still switched off in your save, it says so plainly instead of pretending. Opening them sticks to your save exactly as it would if the story had handed them over, so it is a one-time press. There is a shortcut built in as well. Press Refresh List to fill the picker with the milestones in your save, choose one, and Travel There sends you straight there without walking to a milestone first. Each entry is numbered in the game's own order, so two that sit close together are still easy to tell apart, and you arrive the same way the map would have set you down. Load into your save before pressing anything - there is no map from the main menu, and you will be told that rather than left guessing. Travel will not pull you out of a conversation, an open menu or a job you are in the middle of: the trip waits, and you are off the moment you finish. Milestones the story has not revealed yet still get opened, but they are kept off the travel list on purpose, so you are never dropped into a corner of the world that is not ready for you.

Why are some places missing from the destination list?
Anywhere the story has not shown you yet is kept off the list on purpose. Those milestones are still opened for you - they just are not offered as destinations until the game itself has revealed them. Milestone Pass will not drop you into a corner of Graveyard Keeper 2 that is not ready for you, because arriving somewhere before the game intended is how a save ends up in a strange state. As your story progresses and more of the world opens up, press Refresh List again and the newly available destinations appear in the picker.
Why is the destination picker empty when I first load in?
Because there is nothing to put in it until you are in your game. The picker is built from the milestones in your own Graveyard Keeper 2 save, and at the main menu there is no save to read, so Milestone Pass leaves the list empty rather than filling it with something half-true. Get into your game, press Refresh List once, and the picker fills with everywhere you can currently go. The same goes for Unlock All Milestones, which needs a loaded save to have a map to work on and will tell you so plainly at the main menu rather than quietly doing nothing.
