</>What does Hearts and Minds do?

Support is the slowest thing to build in Rebel Inc and the quickest thing to lose. You spend most of an operation coaxing zones onto your side, then one bad stretch undoes half of it while you were looking somewhere else. Press Win Over Population and every zone's population swings behind the government together. Support stops being the thing holding the operation back, which frees you up to spend your attention on territory, budget and the insurgency itself rather than on winning people over one region at a time. If a rough patch later pulls the region back the other way, press it again. Use it when you have done everything right militarily and the region still will not come with you, or when you want to play out the second half of a map without re-fighting a popularity battle you already won once.

</>What is Hearts and Minds?

Winning people over is the long game in Rebel Inc: Escalation, zone by zone and season by season. Hearts and Minds does the whole map in one press, and the region reacts as though you had done the work properly: genuine support everywhere at once, with nothing left to grind out. </>Common questions about Hearts and Minds

What does Hearts and Minds do in Rebel Inc: Escalation?

Hearts and Minds swings the population of every zone in Rebel Inc: Escalation behind the government at once. Press Win Over Population in the ProjectMods launcher and the whole map comes across: your standing goes to the top in each zone, hostile standing drops to nothing, and the people move over. Normally this is the long game, done zone by zone and season by season while you watch a region slowly decide whether it trusts you. This does the same thing immediately, so support stops being the thing holding your operation back and you can get on with the rest of the map.

Does the map react the same way as if I had won the population over myself?

Yes. The region ends up genuinely on side, not just looking that way on the support readout, and the difference shows up everywhere: initiatives land better, insurgent recruitment dries up, and your reputation reflects a country that has actually come around. The result is a map that reacts the way it would have if you had spent an hour winning it over yourself, just without the hour. Zones you had written off start behaving like zones you had invested in, and the rest of the operation feels the knock-on almost straight away. It is built and tested for solo play, so leave it alone in co-op.

Does Hearts and Minds also give me control of the zones?

No. Support and territory are two different things in Rebel Inc: Escalation, and Hearts and Minds only handles the first. The people in a zone can be firmly behind the government while the zone itself is still contested or insurgent-held, which is exactly the situation this creates when you press it on a map that has gone badly. If you want the ground as well as the people, Iron Grip flips every zone to government control and is the natural partner: swing the population across with Hearts and Minds, take the territory with Iron Grip, then play the operation from the position that gives you.

Can I press Win Over Population again later in the same operation?

Yes. Win Over Population applies at the moment you press it, so if the map drifts away from you again after a bad season, an insurgent push or a programme you had to cancel, press a second time and every zone comes back across. There is no limit on how often you can use it during an operation. The mod reports what changed each time, so you can see how far the region had slipped before you stepped in. Hearts and Minds also has a Diagnose button that checks the mod can see Rebel Inc: Escalation and writes a short report you can send us if something is not behaving.

What is Hearts and Minds actually for?

Three uses come up again and again. Rescuing a region that turned on you, where the honest recovery would take longer than the run has left in it. Setting up a late-game position you actually want to play from, instead of grinding through the forty minutes that produce it. And plain curiosity, seeing what a fully supportive country does for the rest of a Rebel Inc: Escalation operation, which is a view the game rarely hands you. It is also the first half of a strong pairing with Iron Grip, and it sits comfortably alongside Clean Government when you want the region's goodwill to survive contact with your budget.
