Top Shelf changes the quality rating of your product. Pick a quality, then press a button: Apply To Held Item changes whatever's in your hand, and Apply To Whole Inventory changes every item you're carrying that has a quality rating. Heavenly is the default, since top-quality product sells for more and keeps customers happy. You can also choose Premium, Standard or Poor to test prices or see how customers react to each grade. Only items with a quality rating change. Cash, tools and everything else stay exactly as they are. It works on your own inventory, so every player in a co-op session can use it.

What does Top Shelf do in Schedule I?

The lower levels are there on purpose: pick Premium, Standard or Poor to compare prices or see how customers react to each grade. Trash, the game's lowest grade, isn't on the list, but Trash product can be raised to any of the four. Whichever level you choose in the Target Quality list is what both buttons apply, so set it first, then press Apply To Held Item or Apply To Whole Inventory.
Does Top Shelf change cash or tools in Schedule I?
No. Top Shelf only changes items that have a quality rating in Schedule I. Cash, tools and anything else without a quality rating are never touched, even when you press Apply To Whole Inventory. That makes the inventory button easy to use with full pockets: only your quality-rated items change, and the result tells you exactly how many were updated. If you only want to change one item, hold it and press Apply To Held Item instead.
When should I use Apply To Held Item instead of Apply To Whole Inventory in Top Shelf?
Use Apply To Held Item when you want to change one thing, like a single batch you're about to sell, and Apply To Whole Inventory when you want everything quality-rated you're carrying changed at once. In Top Shelf, the held item refreshes as soon as you press the button, so you see its new Schedule I quality straight away. The inventory button tells you how many items it changed, so you can see at a glance that it worked. Both buttons use whatever Target Quality you've picked.
Why use Top Shelf instead of raising quality the normal way in Schedule I?
Because Top Shelf skips straight to the result. In Schedule I, raising quality normally takes time and the right gear, while Top Shelf gets you there with one press: pick Heavenly, press Apply To Whole Inventory and everything quality-rated you're carrying is top grade. It pairs well with Rush Order, which finishes station jobs as soon as they start, so you can make a batch and set its quality in the same few minutes.
