It raises both halves of the limit, which matters: there are two separate four-player caps in play — the online game itself, and the Steam friends group you invite through. Raising only one leaves your friends staring at a full lobby that has space in it. This handles both, and it also makes room in the pre-job lobby so nobody drops out on the way in. How high can I set the crew size, and when do I have to set it?

What does the Check Setup button in Full Crew do?
Check Setup reports what the game you are currently in is actually running with, so you never have to guess whether your crew size took effect. Press it after you have hosted and it tells you the crew size the live session is using. It is the fastest way to catch the one mistake people make with Full Crew: setting a bigger number after the game was already created, which does nothing, because Crime Simulator locks the crew size in at creation. If Check Setup still says four, back out, set your size, and host a fresh online game. Then invite everyone.
