Unlock Every Pattern adds every dress pattern the ten clients teach, from bodices and skirts to sleeves and collars, to your sketchbook. Unlock Everything does all three at once. They work once your save is open; press one too early and the mod asks you to open your save first. After each press the game saves, and a notification says how many fabrics, accessories and patterns were newly unlocked, or that you already had them.

No. Whole Cloth unlocks exactly what a Grandmaster with every friendship at level 5 could use in Dressmaker, and nothing beyond that.
